At TeamT5, we’ve been on the frontlines of this challenge, leveraging Open-Source Intelligence (OSINT) to uncover and analyze how cyber threat actors attempted to sway Taiwan’s 2024 Presidential Election. These operations combined disinformation, hack-and-leak campaigns, and even AI-driven tactics to influence public opinion.
To shed light on these threats and our findings, Che Chang, Senior Cyber Threat Analyst at TeamT5, will present a talk at OSINT-JP, sharing how OSINT can be applied as a critical defense in safeguarding democratic resilience.

Protecting Democracy with OSINT: How TeamT5 Tracked Cyber Threats in Taiwan's 2024 Election
Abstract
Open-Source Intelligence (OSINT) plays a vital role in protecting democratic processes from foreign interference. In this talk, TeamT5 will present how our team applied OSINT to safeguard Taiwan’s 2024 Presidential Election.
We begin by defining OSINT and influence operations (IO). OSINT refers to the collection and analysis of publicly available information, while IO represents deliberate efforts to shape public opinion for political advantage. During Taiwan’s election, such operations were used to discredit pro-Taiwan candidates and amplify pro-China narratives.
Since 2023, Chinese threat actors have launched multiple IO campaigns targeting elections, including an evolved tactic that combines hack-and-leak operations with coordinated disinformation. At the same time, the rapid advancement of generative artificial intelligence (AI) has further strengthened these campaigns. In the second part of the presentation, we will demonstrate how Chinese actors integrate AI into hack-and-leak and IO activities, enabling them to create and spread disinformation to broader audiences with greater speed and impact. We will show two Hack-and-Leak operations targeting Taiwan.
By sharing these findings, we aim to demonstrate how OSINT is not only a technical discipline but also a frontline defense of democratic resilience in the face of evolving threats.
